Installer fails. Error 0x80004005: 'failed to check if database exists'

Customer with environment setup - 

BizTalk Server 2016, Feature Pack2

Everything was in Azure

High availability 9 SQL servers

Was getting the Error in installer - 'failed to check if database exists' in spite of having all required permissions. 

The TLS 1.0 in the registry needs to be enabled for the Database to be installed.

This was enabled both in the Server where BizTalk360 was installed and the SQL server as well. Also the SQL server service was restarted.
